2000 cx hb won't pass inspection

2000 cx hb won't pass inspection
While the parking lights are off, the car's signal wire's flash properly. After the lights come on only the rear flash. The front only stays on. Any ideas whats wrong. The car also has steering column of a sir ferio so the switches are on the opposit side. Thanks in advance for any help.
