2000 civic timing way too far toward the firewall on balancer
I have a 2000 civic si that sat for 10 years and I just got it running about 2 months ago. It was always hard to start meaning I had to blip the throttle to start so I drove it for a bit with injector cleaner hoping it was some bad gas and noticed horrible fuel mpg like 20 highway. So I checked the distributer wires and plugs and seen they were worn and replaced all of them got a new fuel filter and fuel pressure regulator and it wouldn't start. So after that I check the timing with the two gears and it seemed it was 1 tooth off so I did a new belt and water pump reset the timing and it still wouldn't fire. Then I got a light and set it up(and yes I jumped the port) and it seems the engine is out of time electrically. Instead of fireing near the power steering pump it's all the way on the other side of the engine near the alternator. I've checked every sensor and replaced them all with know and tested good ones. Changed the ecm due to a capacitor on the old one being bad. And come up with nothing. The car is a 2000 Honda civic si with 32k on the odometer. Car has an obd2 to obd1 harness adapter going to a p28 ecu. As of now no codes did have one for a crank position sensor in distributer but it went away after I replace the whole unit. I'll post a diagram of about we're the timing mark is.

The light shows it right about at the red mark. And no it's not an adjustable timing light if that matters.

Two possibilities:
1) Your timing belt re-installation still did not succeed in synchronizing the cam and crank at TDC1.
2) The crank pulley is misaligned with the crankshaft because the crank pulley key was not installed.
Carefully redo your work.

Make sure the timing gun is connected to cylinder #1, which is the closest to the timing belt.

check your mechanical timing, you'll need to remove the upper timing belt cover to see the cam marks.

The engine must be idling to specification to read and adjust the ignition timing.

yes I am aware of that. Problem is it won't start to warm the engine up to operating tempurature. When I did have it running and driving it seems like it was running lean with majority retarded timing then I replaced the timing belt and distributer and can't get it started. The car was always hard to start not like this however. If I give it full throttle then let off while cranking it will fire 1 cylinder but that's about it. Gonna check the crank sensor tommoro and hope that might be it.

yes I checked it after the installation of a new distributer because I put a new one on as the old ones inside dust shield was chewed from rotor and I have none. Be for the new distributer I did have a code 9 however which I thought was the crank position sensor in the distributer.

My understanding now is that the engine will not start and that you checked the ignition timing by cranking the engine with the starter. If so, this would explain the odd positioning of the red mark on the crank pulley.

when I was using the timing light the car was running and and then I got the crank position code for the distributer then I replaced the distributer with 1 brand new then tried 1 known working one. And now it won't fire. Even when it was running it had a very rich smell to it and was running the timing we're I marked on the picture

Listen for whether the fuel pump primes, and check whether all 4 spark plugs have bright spark.
If those are fine, verify that the spark plug wires are installed in the correct firing order on the distributor cap.

is the CKP sensor connected???
From the pic, the intake cam gear is off. The left (9 o'clock) mark needs to hover over the right (3 o'clock) mark of the exhaust cam gear.
