The 99-00 SI's are very picky on how they are launched and driven. Not to mention they are heavy so getting a good launch is key.
I'm very bad at launching, I think my best 60ft last year was 2.5xx on Kumho 712's but I rarely remove any interior. Car weighs in at about 2600-2700. And the best 1/4 was 15.9 at 88 or 89mph. A few nights with 2.6 60ft times it would run 16.1 or so with traps of 91-93mph. I wouldn't call it a slow car but wouldn't call it fast. But it is a kick in the pants from about 60mph+.
15.1 is a very fast time for just intake but I believe it can be done with a small guy driving and good launch.

Re: (TwistedSI)
My Si runs terrible at the track, with i/h/e all i could get was a 15.5 at around 92-ish. But i have a few friends with Si's with more mods than me that runs much quicker times at the track and yet i still pull them on the street. That was before and after the swap.

Re: (JDM-MIKI)
Its all about the driver, I personally had a friend run my car once and the bastard ran 4 tenths quicker than I did.....some of it was due to im a heavy guy, but that fella could drive like no other, never seen anyone shift so quick...

Re: (EF8 ownz u)
good time. what was the weather like and are you at sea level.
i know ive never even seen i/h/e si's with a little weight reduction hit low 15's at our track. ussually mid to high 15's at best. even low to mid 16's sometimes.
heat and elevation can make a pretty big difference

15.1 is in my opinion VERY impressive.
In response to sic2kSi... you might want to get some better tires next time at the track. The condition on the track and streeet are very different. You'll need stickier tires on the track. Slicks are always a nice plus
