Because I'm broke and a poor college kid with no time I use the polish from Turtle wax that comes in a green/white tub. Not sure if its the buffing compound or a polish. It costs around a dollar though and does a decent job of taking the yellow crap off of the outside of the headlights.

I wetsand with 2000 grit sandpaper and then go over it with shop towels and rubbing compound. I do this about 1-2 times a year and they look pretty good. Just remember to go light with the sandpaper, and you REALLY have to buff with the rubbing compound.

EDIT: I just looked, and that link is almost the same thing I just said.
on the link.
