1992 Civic LX wont start

1992 Civic LX wont start
Ok, Im at my wits end with this, and dont have too much experience dealing with hondas.
Its a 92 Automatic Civic LX, with a P06 ecu, stock motor which I believe is the D15B7, SOHC 1.5l
Basically the car sat for no more than 2 months, ran fine prior, parked it, now it wont actually start. It just cranks and all that.
Tried Jumping it, and the battery has a full charge on it.
So, I tried spraying starting fluid in the throttle body, and it still wont fire up. This would mean Im getting no spark. (Which I havent tested yet, but will as soon as I have another person around).
Now Im only feeling one click on the relay( thats when its at 2), however the cel light is always on, even when I tried jumper wires on the ecu to pull codes. Still the same case.
So.. Im use to DSMs and we have ecu problems like no others, so I started thinking that maybe its a possibility with all this hot arizona weather.
Anyway to test the ecu to double check? Besides sticking a new one in there.
Heres some pics of the ecu, transistor q31 looks suspect, but would this actually prevent the car from starting?
BTW Im getting .38 using the k-tests method

Turns out it was the ecu.
The Ecu just gave out I guess.
A lot of people are saying its rare for this to happen but honestly these cars are close to 20 years old, its more likely than youd probably think.
Especially if you consider the climate youre in.
Arizona can get pretty hot and cold as well, within the same day, Im thinking the sudden changes in temperature had something to do with it
