See posts 27 and 31. You never answered the question about the charge light.

Unplug the 4P alternator connector, turn the key to ON(II), and then measure voltage to body ground at the Blk/Yel wire terminal of the 4P connector. What voltage do you measure?

Check fuse #15....could be numerous things my turned out to be a Vss sensor shorting out.

My fuse 15 is perfectly fine... I wish it was that...

Don't have a multimeter with me now but in about 4 hours I should be able to do this...

If both top test tabs of installed fuse 15 have battery voltage and the alternator belt is tight and not slipping and no CEL codes are thrown, then replace the alternator.
the dash charge light is never on when i drive....

When you turn the key from OFF to ON(II) (engine not running), does the charge light turn on and stay on?

The problem is the car bogging and lights and radio turning off... Some old man told me the battery wasn't charging but it seems like it is charging...

You battery voltage tests indicate a charging problem.

The big white wire runs from the alternator to the hood fuse box. Make sure the connections at both ends are clean tight. If so, measure the end-to-end resistance of the white wire and also check it for a short.

If those are fine, you would next troubleshoot the ELD circuit.

well in a situation where an alternator is undercharging the car, it would seem odd that turning on accessories would cause the car to bog which leads me to believe there is an electrical problem somewhere. Maybe the OP could take out the alternator and get it manually tested at a place like Napa Auto parts.

Sorry if I sound like a noob but how do I check resistance? Is that done on a multimeter a well?

Yes you need a multimeter to test for resistance and a short.

ron what should the voltage read if the charging is correct on the 4p connector?

i took off each on the big white wire... both ends look clean and on pretty tight... so i just touch body ground on each end of the wire with the multimeter?

Your voltage reading at the 4P connector was fine. That test does not measure charging. It just confirms that fuse 15 is good and that voltage from fuse 15 reaches the voltage regulator in alternator. That the charge light turns on tells you that it also gets voltage from fuse 15 and is properly grounded by the alternator.

You can ground one end and then measure resistance to body ground.

To look for a short, disconnect both ends and prevent them from touching a ground while you measure resistance to body ground at either end.

remember i also have the CEL P0133 which is P0133 Rear Air/Fuel Ratio (A/F) Sensor (Bank 1, Sensor 1) Circuit Slow Response... is that the 1st 02 or the 2nd o2 closer to the shifter?

Primary O2 sensor -- the one closest to the header.
