Default 00 Civic Hard starting Wet spark plugs

Hello. I have a 2000 civic lx. No mods or any after market.
Im having hard time to start the car at first but once it runs it starts right away. Just passed smog with no problem just did tune up. New plugs, rotor, distributor cap and pcv valve. Newly oil changed.

When im having hard time to start i always check plugs and its always wet with gas/fuel that i always need to dry it and put it back and starts right away after dry..
Please advise with this issues. I just bought it to use for daily drive.
Thanks in advance

When your car is having a hard time starting, tell us what color your spark is. Buy/borrow/rent an HEI spark tester, and follow the instructions on the package.
