Just be glad they didn't gut your entire car or just steal the whole thing. Wheels are much easier to replace than an entire car. Good luck. Hope u get some resolution.
Know what really blows about all this....now u can't drink Pepsi anymore cause it will just remind you of what happened there.
By the way.... Ur Before/After photos are labeled backwards.

He's car does stick out more just for parking it over the cross walk. Maybe they did it just for that reason, because who really steals messed up rims (only) in the first place, and not take or jack up anything else? Pretty gutsy to steal the rims right outside of his room.
Didn't your car come with a factory alarm system with tilt?

I think your neighbors jacked those wheels. How do they know u didn't take them off yourself to work on them or paint them? Hmmm.

Did that car have shoddily powder coated wheels that are touched up by spray paint? Yes
Is that car a limited edition vehicle? Yes
Did he devalue the wheels and car by doing so? Yes
And I could have easily purchased one, so certainly not that reason.

I dont see how you can tell the rims had a shoddily powder coated job on them with a picture trust me the quality was very good, I would know since I work at a body shop and have been painting cars for over 6 years. The alone reason I powder coated the wheels was because 2 of rims were damaged due to a hit and run ,the insurance company alone wanted to give me recon rims so I just sent them out to be powdercoated make it easier. After the rims where powdercoated I avoid an accient that cause me to hit the sidewalk so since I work in a bodyshop I had the guy who pinstripes cars run a black stripe of urethane paint along the rims you couldnt even notice.......
To me this car being a limited edition car doesnt mean I going to save it and not drive it hide it somewhere so that maybe one day it would have a high value. I bought the car to drive it everyday enjoy my money worth and if at the end of the day the car is messed up well just buy another a car and start over cars are a bad investment anyway. Am not saying that am going to mess up the car I try to keep it in good shape. I have left the car pretty much alone the painted lights in the front and back were spares that I had and the tint windows are easy to come off. I dont plan to make money off this car I just wanted to drive it and enjoy it....

Yea I was only kidding man. I don't wish anything be stolen from a fellow Honda fan.
As has been said, those wheels shouldn't be too easy for the thief to get rid of. They are pretty rare, especially powdered coated, so I hope they turn up for you. I'll keep a look/ear out for them.
