i think the OP just wants to make his car faster. he never said he wanted to be as fast as an SI. no need to argue about base models vs SI. people buy the SI for out of the factory performance and features. people buying the base models maybe don't like that or need that and they'd like to save some money.
the SI is not just "a faster car" for that extra $4k-5k. you gotta think about the suspension, transmission, brakes, interior, sunroof, etc. you are getting the whole package for more money.
now, you can spend that money on making a base model faster than an SI (and not really that much faster), but you won't get the rest of the features mentioned.
all in all, to each their own.

Yes sir, but you will also need better brakes and a better suspension among other things to go along with that turbo R18 in order to control the added power in a stable manner. All in all it will take some work, but the R18 can definitely be faster than an Si with some invested change. Good luck OP!
