problem with 2002 Civic Gauge Cluster... Totally Confusing...

A Coworker of mine has asked me to look at his car... And it has me stumped. The gauge cluster will totally randomly go on or off completely. Sometimes it will not work in the morning on his way to work, but then on his way home it will work. Awhile ago I found out something about a way to reset the gauge cluster, and that didnt fix it.

Its obviously not a fuse or anything because it DOES work intermittently... Any suggestions? Is this a known issue on the EM2 platform?
