Overheating problem
So a few days ago my 01 civic started overheating while driving some of the symptoms are the air blows hot while driving but cool at idle, decreased engine performance, I don't think the rad fans are turning on either, reservoir is full looks like it leaked in the engine bay from the cap...oil is good all fluids are good...it does yahe 200k miles on it any help you guys can offer would be appreciated.
Most likely a blown headgasket. Symptoms are basically what you described, and it was most likely blown when you had the fan that didn't work. It's super common for the d-series engines.
You can buy a tester kit that checks the coolant for the presence of exhaust gases to be 100% sure.
Depending on your budget and time, either sell the car, or swap a full d-series long block for 400-700 from an importer. Also strongly consider a new timing kit, and cam, crank, and rear main seals. I've never had good luck doing a headgasket job on these cars even with the head machined. It's simply easier to just swap.

Wait, have you fixed the issue with the fans and done a full coolant bleed procedure with the A/C temp selector on hot? You may be lucky if this was the only time it was overheated. The tester kit will still confirm 100% though.
