I hear a buzzing as well in my '02 si. I only hear it after shutting the engine off. It turns out the rear light in the headliner over the rear seats emits a buzzing noise as it dims.

My wife has this exact same issue with her car. Ever figure out what it was? Hers is a 2003 Acura 1.7el. Exact same model as a Honda civic.

Re: buzzing noise behind dash
So the culprit could actually in your door jams.
The switch that senses your door is closed is a NC circuit. When you close the door, the switch goes from being grounded to being open. If your switch is dirty or the door jam is rusty under the switch, it can give a poor or partial ground even when closed. As far as turning the lights on making it go away, I'd suspect the amp draw is suddenly enough to negate the small amount that dome relay is trying to pull
