i rigged my tripod around the passenger seat and tied it down with shoe laces ghetto way of doing it but theres products you can buy to easily mount a camera in/to the car. the effect is done with a slow/long shutter speed. whatever is moving by will show motion blur while what is still will come out sharp. i triggered the shutter with a remote in order to keep driving.

yea i just have a normal 3.2 megapixle cam i cant mess with shutterspeed or anything
