Default Emissions OBD Failure

Hi everybody,
I installed HID's in my friends 8th gen Accord EX-L about a month ago. I had to remove the battery to do the install. He went today to get his emissions done in the state of MD and failed b/c of a OBDII communications problem. Could removing the battery for about 15 mins and installing HID's make him fail? Or do you guys think it could be a different problem.

disconnecting the battery will cause the monitors to reset causing them to become incomplete. but that would not cause a no communication error. my guess would be to check and see if there is power at the data link connector. a blown fuse can cause a communication problem.
