I am at my wits end. I have replaced the power steering pump 3 times from 3 different places (Autozone, Advance Auto and O'Reillys). I have replaced the hi-pressure line. I have replaced the rack and pinion. I have completely flushed the system and replaced with authentic fluid straight from honda. I have bleed the system more times than I can count. It is still whining. No bubbles in the fluid. Just looking for any additional suggestions.

100% sure it's the pump whining and not serpentine belt auto-tensioner (worn bearing)?

recently had an under-hood noise i fully expected to be PS pump related ('08 TL). I did have bubbles in the reservoir but after a fresh seal took care of those, the noise was still present. after some head scratching I narrowed it down to the tensoiner pulley. I happened to have a replacement bearing handy and the means to install it properly so I went that route (saved $30 that way too...) but you should be able to confirm wear by slipping the belt off and feeling for course rotation or other signs of bearing wear. or, if you don't think it's ever been replaced throw one at it anyway.
