Honda techs and Dealers replace what is known as the guides and channel runs for this condition.
In effect, what happens over time is that these guides get contaminated with all sorts of road grime and such which slows how the glass runs up and down in the guide. When the glass tilts (I was about to use a non-PG word there) it binds in the guides and there you have it - Water damage :-(

If you can spot the window tilting as it trys to go up, and grabbing the low end and pulling helps it close: then you've got a bunch 'o crud which is binding the glass in the guide by making it not slide evenly (just as I mentioned earlier).

As a temporary fix (and I do mean TEMPORARY) try loading up the window runs with spray silicone lubricant. If it starts working better, then my prognosis is confirmed.

A permanant fix is to replace the guides and the run

The regulators aren't always the problem, I've replaced my drivers side 3x now and am waiting for the run channels. I WOULD NOT suggest sylicone lube or any other kind of lube because from personal experience all it does is collect more dirt and grime and make it worse.

That is why I was VERY careful to say TEMPORARY (as in non-permanant), and as a diagnostic tool ONLY.
