Can I put the transmission from a 94 accord into a 98 Honda accord

No.

If they are both 4 cylinder vehicles, The transmissions will physically interchange but they are controlled completely differently. All of the sensors, solenoids, etc on the 94 transmission are totally different than what the 98 requires to operate.

Your best/cheapest bet would be to pickup a JDM transmission from an importer for your 98 Accord.

If the trans is MT you can swap 90-02 transmissions around.
If the trans is AT nope. 90-97 and 98-02 ATs are different beasts.
