Since the 4th gen Accord is an LEV, and when I had my last inspection, my emissions numbers were way below max, my question is, will I still pass NYS inspection with a test pipe?

and a test pipe has no catalyst material, it really depends how you tune the fuel curve b4 you head to the *** sniffer, err emissions place
I read somewhere that the 4th gen is an LEV. The 6th is an ULEV. And isnt the 7th gen going ot be a SULEV? Why doesnt this makes sense? How do I go about tuning my fuel curve?

Where the hell are you going to get an inspection? Ive never heard of emmissions testing in NY. As far as I know there is none. Ive never had an emmissions test. The guy I go to for an inspection sticker just gives me one when i'm due, he doesnt even look at my car. But aside from that, at Honda we dont do emmissions testing.

§217-1.3 Motor vehicle exhaust and emission standards and inspection procedure.

(3) for model year 1996 and newer motor vehicles, the on-board diagnostic system fails to identify an emission related malfunction or fails to function as designed; and
(4) the combined carbon monoxide (CO) and carbon dioxide (CO2) emission from the vehicle tailpipe is less than 6.0 percent.
(b) In accordance with the applicability set forth in section 217-1.2 of this Subpart, any person who owns, operates, or leases a non-electric or non-diesel powered motor vehicle subject to the requirements of this section shall have adjustments, repairs, or replacements made to said vehicle to ensure that the requirements of subdivision (a) of this section are met unless an emission inspection waiver is issued by the Department of Motor Vehicles pursuant to Section 79.25 of 15 NYCRR Part 79.
(c) In accordance with the applicability set forth in section 217-1.2 of this Subpart, no person who owns, operates, or leases a non-electric or non-diesel powered motor vehicle subject to the requirements of this section shall operate said vehicle, or allow or permit it to be operated, in such a manner that:
(1) for gasoline powered vehicles, the gas cap fails to meet the minimum standard contained in table 2; and
(2) for model year 1996 and newer motor vehicles, the on-board diagnostic system fails to identify an emission related malfunction or fails to function as designed.

No official inspection station as defined by 15 NYCRR 79.1(g) may issue an emission certificate of inspection, as defined by 15 NYCRR 79.1(a), for a motor vehicle, unless that motor vehicle meets the requirements of section 217-1.3 of this Subpart.

§217-1.4 Issuance of certificate of inspection.
No official inspection station as defined by 15 NYCRR 79.1(g) may issue an emission certificate of inspection, as defined by 15 NYCRR 79.1(a), for a motor vehicle, unless that motor vehicle meets the requirements of section 217-1.3 of this Subpart.
I dont think so. Im not reading all that. I stand by the fact that there is no emission testing in NY state. I dont know anyone personally who has ever had one in NY.
Just go to the site, or read the first line. There are strict guidlines for emissions testing during inspection in NYS. Ill show you my inspection printout. It shows my emissions on it.
Where I live In NY (about 1/2 hr north of NYC), they put your car on a dyno and check for exhaust emissions at speed. They go through a whole process of accelerating, braking, shifting and all that. New cars and I think cars 1 or 2 years old are exempt from exhaust emissions testing. If you put a test pipe on your car, it might not pass visual inspection if the place bothers looking. A friend of mine had a Tracker that he hollowed out the cat and he still passed emissions no problem.
