shoulder belt won't move when its cold outside!?
i'd say when its about 30 or less outside the shoulder strap doesn't retract. not that its a big deal, it just chokes me when i get out from starting it up and it doesn't move!
any ideas to get it to move first thing?

Unfortunately, the FSM only illustrates removing and re-installing seat belt retractor. It also recommends replacing if there is a problem. You could try squirt of PBlaster or WD40.

Grease is your friend. Just dip a Q-tip in multi grease and use something to keep open up the seat belt strap track rubber molding and lube it up.

Are you aware of how to wind a seat belt? Its pretty much the same as winding a tape measure only you have gyro technology in play as well. Mine were the same in my accord so i put a few extra winds on them because over time metal especially in springs, relaxes which is why garage door springs break. Grease or oil on something as sensitive as a gyro operated seat belt assy is against my religion. Reason is because grease and oils not only hold dirt but attract it. Especially wd40.

Yes that's exactly what I'm saying. If you do grease it. Use white low temp lithium grease. Very little. VERY little.
