well the only thing to my knowledge that will cause a rev limiter is the ecu...either it is in limp mode or there is a bad connection

The f22 that we put in is vtec and the ecu for the engine came with it... we tried 3 different ecu's and all had the same issue...could a sensor possibly cause this?

Out of those three ECU's have you tried to retrieve any Diagnostic Trouble Codes? See if maybe a fault somewhere in the PGM-FI system might be causing the problem?

So how exactly did you manage to plug an OBD-1 VTEC ECU into a pre-OBD wiring harness?

Um, no. Are you dense?

'92-95 Accords are OBD-1. '90-91 is pre-OBD and '96+ is OBD-2. VTEC is '94+ only.

So explain to me how this guy plugged his '90 Accord engine harness into a '95 Accord VTEC ECU.
