Default Rear windows on cd5

So I have a 96 accord 4 door ex model 4 cyl and I was wondering is their a way to make the windows go down all the way because as everyone knows they have I guess is a child safe way to prevent it from going all the way down or maybe the cable on the motor is probably short thus, not allowing the window to go all the way down but I don't know anyone shoot me any ideas?

I am pretty sure the window cannot physically go all the way down due to the curve of the wheel well that is also incorporated into the door.
