Looks like I'm in extreme need of getting this manifold installed with the larger TB...

Honestly I think you need to slow down and consider what you goals and primary use of the car will be. $4000 for turbo or $4500 for H22 is WAY too much. You should be able to boost the car for less than $1500 reliably if you do research and do everything right the first time.

Still quite an undefined goal, and no need to blow money where it's not needed.
Is there a particular reason for going with AEM EMS over OBD1 besides convenience? That right there could easily save you $750 or more, and give you every bit of functionality of AEM's unit.
You can easily make 300whp with the F23 IM. So long as your engine has the supporting mods to hold 300whp, it is ALWAYS more cost efficient to just turn up the boost.
Injectors, fuel pump, and FPR can be had for around $600 brand new, and even less if you buy used.
eBay turbo kits are junk. Piece together your own kit for ~1,000 to ~1,200 for starters. You can use an ebay intercooler piping kit, but don't use the crappy clamps included with them, and be prepared to trim to fit.

On behalf of all the members here, I have to ask if you get high before you post?
We're plenty willing to help, but personally it makes my head hurt when I have to read a post over and over because I can't find any punctuation or complete thoughts.

1. Decide a horsepower goal - and stick to it
2. Find out how much it is going to get the job done. Plan for accidents. Save it.
3. Start sourcing parts, get everything you need.
4. Pick a date and get to it. Make sure you have everything first.
5. Do-not-rush-the-job, or you will cause problems.
6. Leave the thread to the original topic.
Good luck
