Fuse problem?
Under hood fuse #38, 20 amp, It has power even with the key out so its hot all the time, it powers the power door lock control unit directly, then the unit powers everything else.
No secure entry, no V6, no wagon, correct.

I have no map underneath the plastic cover to the fuse box, nor can I find any on the internet. Just checked inside the box for #38 and found nothing.
Can anyone help me out a little more as to which fuse in specific?

Google for your model picture, I did and only one came up so I do not know if that was yours, it also did not have a map so I didnt say anything to you, but I will say this, sorry, you are going to need to pull each small fuse and test it, it should be a 20 amp fuse, what color is a 20 amp, you should only have a couple I would think. Also with no key in the ignition, there should be power to the fuse 24 / 7. Some fuses should not have power to them all the time. Let us know what you find.
Worse case, motor getting weak, it costs more than the regulator. Hot wire the motor and see if it runs quicker, if so then you have a corroded connector somewhere in the system.

As a general rule, if there are actually two sets of metal female contacts in the missing fuse area, then put a 10 amp fuse in and see if that helps your problems.
You should be able to see with a good flashlight if one or both of the metal contacts are missing in your fusebox slot.
Sometimes folks like to borrow a fuse to fix the radio for example but forget to put a fuse back in that borrowed slot.
