I think all F23s are ULEV...
The F23A5 I believe is non-VTEC in the DX, and the F23A4 I believe is SULEV used in cali...
The VTEC non cali one I believe is the F23A1...

um.....That is very odd because my 6th gen accord is ULEV VTEC and i live in Cali....maybe im the special one and only vtec accord in CALI! odd aint it?

They aren't ALL ULEV
F23A1 is LEV VTEC
F23A4 is ULEV VTEC
there is a SULEV out there, available only in cali AFAIK. not certain what the engine code is on that one, but since it is not listed separetely in the Helms manual i assume it is F23A4.
the F23A1 is a little bit more difficult to find, not sure if it was available after the 99 model year. they are easilly distinguished by the valve covers, ULEV has some big green ULEV emblem on it. the only real difference between the A1 and the A4 is the electroncs and ECU. Bore, stroke, valves, and cam are exactly the same.
