Default Code 22

I have my '95 Accord EX with the stock F22B1 and I just put the head back on after fixing the blown head gasket. I cannot find the ground for the thermostat housing and it's throwing code 22. What I don't understand is the valve timing oil pressure sensor is brand new, and VTEC engages normally. OUTSIDE of VTEC (below 2500 RPM) however, it is extremely sluggish and does not have hardly any power. You can feel VTEC kick in pretty hard compared to what it used to do, and it has the oil light flickering at low RPM, but then when VTEC kicks in it starts flashing. I am absolutely clueless and would love some advice. Thanks in advance guys.

Last time oil filter replaced ? You are going to need to hook up an oil pressure gauge and see what exactly is happening. Check for dents in the oil pan which could be causing the pickup to not be able to pick up oil sufficiently.
