Default Checking 94 Accord V-Tec ECM

Is it possible to test/check the ECM with out the dealer recommended "test connector"?

I am trying to check The gear selector circuit on my sons car. Between "A26 +B7 pins, I get 10v where the flow chart says it should be 5v.
Thank you in advance!
Blessings
