Default 94 VTEC Accord hunting idle problem still not solved

My '94 EX Accord (VTEC) has 157k on the odometer. Last fall it started the hunting idle problem. Sometimes it would be so bad the CEL would come on but no codes were ever found. I followed the string of fixes and thought it was resolved after each attempt. Each time it would come back unexpectedly. To date I have replaced the ECU temp senser, FITV, MAP and EAC. I've also cleared the ECU by pulling the radio fuse. I've ensured the coolant level is correct too. I have a new TPS but haven't pulled the throttle body to replace it yet. Every once in a while (maybe 1 out of 20) I'l still get the hunting idle problem when starting the engine. When this happens I have to stop and start the engine a few times before it idles normally. This typically takes place only when the engine is cold. This is my daughter's daily driver when she gets home from college in a week. I need to resolve this issue once and for all. Help???

Check the back up fuse first. Test it with a volt meter or test light.

Next time the CEL comes on, do not shut the car off. Pull over, be safe, and jump the service connector and see what if any codes are given.

When the check engine light comes on, without turning the car off, safely pull the car over and jumper the blue service connector and pull the check engine code. Im guessing it will be code 14.

I'm curious. Why would a code 14 be considered the fault? The transmission shifts fine and the D4 indicator isn't flashing. Thanks for the tidbit about pulling codes before turning off the ignition.
