93 Accord ABS troubleshooting

Summary of the problem:

I need to register this car after purchasing as a salvage. This means a brakes and lights inspection is needed. The ABS light comes on, so the car will not pass inspection.
I'm getting a code 1-2 (ABS pump motor)
I tried resetting the ABS light using different methods (fuse pull, accelerator presses in On position), but the light still comes on after 10-15 seconds of driving.
I tried jumping the connectors under the ABS relay to listen for any humming from the pump. No hum.
I checked to make sure the grounding wire was attached. Confirmed.
I checked to make sure there is brake fluid in the ABS pump reservoir. Confirmed. Same with master cylinder.

Is there anything else I should be checking or trying? Any help is appreciated. Thanks.
