1991 honda accord will not start

1991 honda accord will not start
it has a new fuel pump when i turn the key on do not hear fuel pump come on and it has no spark. when I turn key over the smell of fuel is strong, after it sets a few days it may start and it may not. Also the s light is flashing

Did all the problems start at the same time?
If the fuel pump does not come on how are you getting fuel to smell?
Make sure you find out where the fuel smell is coming from before you do any further electrical troubleshooting.
By "s light" do you mean the green 'Sport' light in the bottom right of the instrument panel? It is activated by the thumb push button switch on the shift column? It is located below the 'shift release button' on the left side of the shifter. It changes the RPM points at which the transmission up-shifts when you floor it. It should not be flashing. That light has nothing to do with the fuel system.
If the Check Engine light stays on and you do not smell gas try disconnecting a battery cable for a few seconds to reset the ECM (computer) error codes. You have two separate problems here. With luck that will fix the s light.
