i dont think it would an inch lower. cause basically the shock just gets moved up an inch but the spring on the GC will remain the same height.

Trust me it would be almost an inch, the top hat doesnt really give more shock travel, it pulls up on the shock more which lowers it and also prevents the shock from bottoming out

Correct, using the lowest perch and top hats gets you an inch lower.

My ground controls are not bottomed out, they could potentially go over an inch lower but thats impossible on 96-00 civics due to the control arm bottoming out

It doesn't allow more travel, but it puts the shock in a more ideal position in it's stroke for better performance than if it were nearly compressed the entire time.

nah... if it was a speedbump the marks would be on the top of the (dip/bump) but they are on the base of the (whateverthe[freak]itis) where the road begins again.
