Everyset of 10Rs I've ever seen new came with center caps, but they were the Gunmetal ones and not the blue caps (pictured).
I do think that Mugen never did intend for people to race with the caps installed, and something makes me think that there was verbage in their brochure that mentioned something about "removing the caps for track use."
