Default will turbo pass emissions test?

I live in new york and I hate my slow *** civic. turbonetics and drag turbo both sell kits (they are not carb legal) for my 99 civic dx (d16y7) . I am new to this so this may sound like a dumb question,
if I were to install one of these, how difficult would it be to pass my yearly vehicle inspection? I'm thinking about just getting a jrsc or trying a vtec head swap. any suggestions will be helpful.

I think youll be okay..I have to go get mine inspectied in about 4 months...so Ill let you know then. Seriously, with a good cat, I don't see why not!

in ga they just scan for codes...no codes=you pass. i won't pass with my setup becuase i trip baro sensor running the hack. i've got to swap injectors back to stock and set my afc back to 0 and leave my wg open to pass. no worries after 1hr of labor and 70 miles of not boosting and i'll be ok. gotta do it this weekend.
