Is it possible to pass emissions turboed?

I live in ga and have 95 d15 turbo civic,dsm450ccs,uberdata,safc,and catalytic convertor is it possible to pass emissions this way and if not if i added a second cat to pass could that pass also?

if its tuned right i dont see why it wont pass
