I have a tial 38mm wastegate, and i am currently using the 8.7lb spring. I am going to buy a boost controller, and i was wondering if i will be able to get 23-25 psi out of the 8.7 psi spring

Yes it should work if you do not have mismatch components in your set up like turbo and exhaust.

It might. It might not. Have an extra spring on hand when you go to tune. My personal car has an AEM EMS, GM boost control solenoid, GT3076RLE (sold) and a TiAL 44mm with a 5.802 (small green) spring. It had no problem holding 22lbs. Every setup is different though

It's probably not going to do it if you use a MBC, unless your setup creeps. If you have an EBC that can feed boost to the top of the WG then you can run tons of boost, might have some control issues but you will be able to hit big numbers.
