Why is boost falling off?

Why is boost falling off?
See my signature for my setup.
I hit full boost well before 3000 rpm but it falls off around 5000 rpm and by the time I hit redline in second gear it's only at 5psi.
Is this b/c of my NA Stage 2 ZEX cam or do I have a boost leak?

yeah but a mild leak may only bleed off 2 psi. if the turbo is constantly spooling 7, a small leak may not bleed off everything. a supra we built would only hold 18, we were trying for 25. it was a tear a big tear in one of the boost couplings. go over everything.
