yes the correct TQ spec is 28# with the molylube that is supplied.
they also recommend doing the strech technique when installing, tightening the nuts down twice before the third and final TQ. all at 28#.
i did 28# on my built B18C block and had no problems for 22K miles. when i took off the oil pan everything looked good, but i went and loosened the nuts, and then retorqued them to 29# with more molylube. i won't ever go over 29# though.

4 more ft-lbs isn't too much. 28ft-lbs is almost nothing. I always torque a few pounds extra. Just my way of doing it i guess. Paul
A brand new ARP rod bolt for an LS is torqued to 28 ft/lbs using the supplied ARP moly lube (which I recommend you use). The bolt is DESIGNED to be torqued to this exact spec to work and hold properly, any more and you will stretch it too much and weaken the hold.
Any doubts to this... I have spoken to ARP at length on this subject, specifically for LSVT apps which will undergo more stress than at a stock LS redline.
