what kind of ets and traps
from what i have seen with the right track and right driver you could go high ten's. Or be stuck in the 11.2-11.0 range for ever. Its a lot variables that come in to effect. For the trap speed i would guess high 120's, also the weight of the car is going to play a factor obviously the lighter the eg the faster it will be with less power.

i was going 11.0@124-127mph on 15psi with 1.6 sixty foots(about 410whp'ish)
It was a EK tho (2356lbs with me in it)

The more boost i was putting in the short track the worse my 60 foots became. (some of my best 60 foots were with 14psi in 1st and 15psi in all other gears.. best was a 1.60)
This was a pass with a lil more power (17psi in 1st and 20 psi in 2nd-4th)..
I let off and coasted after the 1000'
still went 11.9@85mph. But holy $hitty sixty.

its gonna depend largely on gearing and chassis setup not just power. 400whp is more than you can hook in first and even maybe in second so the amount of power you can actually put the ground without smoking the bolognas is gonna dictate how fast you run.
give us more info on the chassis, however at that power level 10's are possible with 13X mph traps
