No, what's important is that it matches the CFM that your engine is consuming at the boost pressure you want. For example, 900 CFM won't do you jack squat on a 1.8 liter engine unless you're turning 30,000 RPM.
With a flow bench, you can measure how much air is moved at a given valve lift. With it you can determine how much power you will make at what rpm with what lift you want.
