What is this

Just wondering if someone can tell me what exactly this is?? looks like a fitting for the turbo to run coolant is that correct??

Also where can i find one?? or do i have to make one my self??

Yep its a fitting to run coolant.

also where would you running return line for coolant??

It looks like they drilled and welded a fitting on the freeze bolt. Pretty clean installment either way.
