Default wastegate problems HKS

ok here is my problem,

I have a hks Wastegate with a 9.6lb spring, and the car is boosting up to 14lbs where my boost cut is set for....So the only thing I can thing of is that I have my vacuum not right on the wastegate.

I am not running a boost controller

how should the 2 wacuum sorces be set up on the wastegate?

Take the hat off, and make sure that the valve is tightened down to the diaphram. Ive had three manifolds come back to me complaining of "boost creep", when every single time the nut has come loose/fallen off. Loctite is your new best friend.
Its that, or you have the wrong spring...
