Wastegate problem?

Wastegate problem?
Ok so heres the story, I decided to finally take my car to the track last night.On the way there I got on it and it and it felt weak.I never looked at the boost gauge and my buddy said it felt fine to him so I thought "whatever".
Get there and I go to warm the tires up and it falls on its face.Like as soon as it gets into boost the turbo gets super loud and the car lose's power.
I try to make a pass and it does the same and I check the gauge and its going up to 20+ psi
So I think my boost controller is broke so I reroute the vacum lines so its straight wastegate.(6psi)
Go to make a pass same stuff happens
I take the line off the wastegate and blow into the wastegate to see if theres a leak in the line and its super easy to blow into.My question is should I be able to blow into the wastegate with ease? And what do you guys think is the problem?
Oh its internally wastegated if that helps.
