Default wastegate leaking?

I just bought a used wastegate and I'm trying to check to see if its working properly. I put compressed air into the side nipple and the valve lifts, but i can hear air leaking through body I'm assuming around shaft of valve. Is this normal?

What kind of wastegate is it? It sounds like the diaphragm might be torn.
