Default Type H-RFL Bov

I was looking at this BOV i like the sound and all. But iwas reading up on it and it says its for engines running 10-25 psi. What does this meen i figured all Bov's do the same thing pretty much but does it meen that anything less then 10 psi wont have enough pressure to be released or what?

sometimes they over do it.i have an rfl on a h22
running 6 lbs and it does fine.

now i have another set up, my personal car

h22 stroked to a 2.4 with nos pro race fogger and xs t67 bb turbo
and i am running 2 rfls, not because i have to, because it looks good and they are really loud.
