Turbo on valve guide wear question

Lsvtec Turbo stock bottom end brand new machined parts

25k miles on build
Starting to smoke on deceleration only from high. Rpm.
Leak down test was less than 10% maybe 8% at 80psi at most way in the green
Everything replaced in the head at time of build except valve guides
Looking at either valve guides or rings, motor was properly broke in with regular oil to 5k miles, then added turbo at 15k miles and tuned for about 4 hours
What is the probability the rings are bad compared t the valve guides is my question, very little oil consumption, however I know it's burning . Pulled plugs and saw burnt oil not wet on top of pistons. And not leaking from turbo it's brand new with little to no shaft play. I took off exhaust , dry and not wet.....
