I have a t67 non H.O. and my wheel on the exhaust housing is locked up and the wheel on the compressor side was snapped off would this be rebuildable?

You would need a new turbine wheel/shaft, new bearing system, and possibly new exhaust wheel. You're to a point where its almost better to get another unit, than to repair this one. Quick answer to your question, yes it is, but it may be rather costly.
