Default turbo question

i bought a used turbo that my friend claimed he had rebuild, it has barely no shaft play and it didnt seem to be leaking oil. i bought it 4 50bux but i am putting the turbo together in my eg witha b16. i put the manifold on and the turbo, hooked up the oil feed line and blocked off the waste gate hole and started up the car. when the car is running and oil is flowing the turbine wont turn. if i rev it a little bit it will turn a little but as soon as i stop reving the car it will stop. (im not reving the car alot, prob 2k) but is this normal for the turbine not to spin at idle? its a fairly small turbo, i think its a t3 turbo?

im just making sure everything is ok before i go any farther.

sometimes bigger turbos wont spin at idle. put the gate on it and let it eat.

if it is still dosnt turn what could cause that? and just a side note, the oil feed line also has a very small hole where it bolts to the turbo. im guessing thats the oil restrictor......................

We've got a T25 on a D series, that just barely spins at idle. You can reach in and stop it spinning with your fingers. (Don't try this at home.) It runs and spools fine under load.

Finish your project. If it doesn't spool right when it's all done, then you can replace it, and your friend. Just kidding. Kinda.
