Tuning A/F when not in Boost

Tuning A/F when not in Boost
I know that in boost, a/f should be around 12:1, but how about when not in boost? I know, at steady vacuum (crusing) we would want 14.7:1, but how about when you're accelerating lightly what should the a/f be at? Someone told be just to tune everything that's in vacuum to 14.7:1 and 12:1 in boost. True?

depends on the load on the motor. Say 100% load (WOT) you would want 12:1 and 10% load (crusing) is 14.7-15.1, then if your accelerating half throttle with moderate load you might want it around 13.5. Depends mostly on the load and if your in boost. Hope this helps.

How would you determine load? With the map sensor values?
