What do you mean by stutters... Like it's not wanting to go when you press the gas? Does it feel like you're giving it gas and nothing is happening? If so, it might be your fuel pump acting up. I have a friend with a TSI and his tank was fugged up by the last owner that floded the car. The fuel pump was just pulling crap up in the sock and getting stuffed up.
If the stuttering you're talking about feels like you're bogging it then it's just that. You're bogging it. You can't drive an AWD car like your Civic (guessing from your name) and expect it to just go. If you're racing and want to take off quick rev that thing to 6k and drop it and hold on for dear life. Cuz you'll either hit something or you'll drop your drivetrain on the street.
But really... is it more like a bog or are you flooring it and nothing seems to be happening?

Yeah, if your bov is vented with a mas sensor setup then it might be that causing the hesitation problem. Plumbing the bov back into your intake like the stock one is will sometimes fix this. You might also want to take out the mas and check to see that there's nothing blocking or stuck to the screen in front of it. If you have a friend with another Talon or Eclipse you can borrow his mas for a few minutes and see if it fixes the problem. If it does, then it's a faulty mas which you need to get replaced. Also, if your car runs like crap all the time you might want to to check and see if the sock on your fuel pump is ok. I think you can get to the pump from under the back seat. Low static fuel pressure will also cause these startup hesitations.
Another point. I don't know if Mitsu ecus work the same way (don't see why not) but when our Hondas run like carp with the stock ecus we usually unplug the ecu for 5 minutes to clear them. Then reconnect and idle the car for 10min and cycle the engine off and back on after that. Then go for a ride to see if things are back to normal. Just a thought...
