Default Tial Wastegate & Boost Controller Question

I've done some research and came up with **** diddly squat! lol...anyways...its pretty simple...

As most of you guys know, Tial Wastegates come with a certain amount of Pressure spring it in, I was wondering why is my boost controller not holding boost where i want it too.

38mm Tial Wastegate (9lb spring...I guess. Never Opened it up to see the color.)
Turbonetics Boost Controller (Manual)

I want it to be set at 2lbs or less, why won't it be my bitch and do as i say?
Yes I hooked it up right... Manifold/Turbo Pressure to the Inlet of the Boost controller and then out to the Wastegate (Side port). Top is open.

LMK Guys

so you want to run less then 9 psi which is your spring size? if so you can not do that you can only run more boost then your spring not less.

the boost controler will only let you raise boost over the spring rateing, but will not let you lower it below the springs rated psi. just thought i would clear it up a little better just buy a lower spring like a .4 bar if you want to run real low boost, then just adjust higherwith your controler.
