Default Is there is a Difference in the "Blue Box" and the E-manage?

Well is there? I have a 96 Civic EX, d16y8, and I'm piecing a kit together with the help of some friends at a local shop. I was wondering is there a difference in these 2 things are a they same? I see on here people call them the same sometimes and other times they sound like different piggybacks all together.

Thanks,
Nick

blue box is pre programed to make you run rich using your stock injectors . . . . the e-manage is actually tunable from what I understand.
